What is Cosy Homes in Lancashire?
Cosy Homes in Lancashire was launched in 2014 by 15 local authorities in Lancashire following an energy efficiency study commissioned by Blackpool Public Health.
We’re a not-for-profit scheme, managed by Rhea Projects, helping residents, landlords and park homeowners with free energy saving services and grants for heating, insulation, and low-carbon renewable technologies.

What is the Warm Homes: Local Grant?
This is a UK government funded scheme designed to improve energy efficiency and reduce fuel poverty in households across Lancashire.
Launched in April 2025, the Warm Homes: Local Grant Scheme provides grants of up to £15,000 for Energy Efficiency improvements and up to £15,000 for Clean Heat upgrades to eligible homeowners and private tenants to help cover the cost of energy-saving upgrades.
The scheme is part of the government’s broader Warm Homes Plan, which aims to improve home heating efficiency and reduce carbon emissions.
Cosy Homes in Lancashire administers the funding, ensuring that upgrades are tailored to your home to maximise energy savings.
What upgrades are available?
As part of the Warm Homes: Local Grants you could be entitled to:
- Air Source Heat Pumps
- Solar PV
- Loft Insulation
- Internal or External Wall Insulation
- Windows Upgrade
- Ground Source Heat Pump
- Cavity Wall Insulation
- Energy Efficient External Doors
- High Heat Retention Storage Heaters
- Ventilation
- LED Lighting
Am I eligible?
A property qualifies if:- It is located in Lancashire
- It has an EPC rating of D, E, F or G
- It is located in an eligible postcode area. You will need to provide proof of occupancy OR
- Gross household income is less than £36,000 per year (before the deduction of income tax) OR
- In receipt of means tested benefits:
- Income Related ESA
- Housing Benefit
- Pension Credit
- Income Based Job Seekers Allowance
- Income Support
- Universal Credit
Whichever route you qualify through, you will be expected to provide proof of occupancy and ownership and your enquiry will not progress until all evidence is received and has been verified.
Any inaccurate or misleading information submitted with the intention of accessing grant funding will not be tolerated and will lead to your enquiry being rejected and no further applications will be considered.
